The paper analyses the impact of the global financial and economic crisis as well as of the corresponding policy measures on the level of the European integration on the overall position of the European Union and on the member states. After some remarks on the European Economic Governance factors influencing ‘winner’ and ‘loser’ positions are addressed, with special regard to the crisis management between 2008 and 2011. It is underlined that the ‘winner-loser-position’ cannot be limited to differences in economic performance but have a number of other non-economic factors, such as the quality of institutions, adjustment capacity and readiness of societies, historically rooted/inherited mentality and behaviour. In addition, if no attention is paid to and longer-term policy coordination is missing, the consequences of the crisis and, not less, of the crisis management tend to create new dividing lines by destroying gradually accumulated human capital, social cohesion and even undermining the political fundaments of democratic structures based on a broad middle class.
