EM Germany Newsletter CW 28/2021 | Priorities of the Slovenian EU Council Presidency
With Germany and Portugal, we have seen two strong EU Council Presidencies. Under conditions of the Covid-19 pandemic, they have put the long-term EU budget on track with the recovery instrument, started the Conference on the Future of Europe and tied up the trade and cooperation agreement with the United Kingdom.
On 1 July, Slovenia took over the baton of the Trio Presidency for six months and is raising great expectations with an ambitious programme. It is encouraging that the new Presidency wants to push ahead with the Conference on the Future of Europe, the Western Balkans enlargement process and the debate on new EU own resources.
As EM Germany, we will of course also look critically at the promotion of the rule of law. It is true that Slovenia is committed to continuing the Rule of Law Dialogue in the Council and is also introducing new ideas. But what remains unmentioned is the commitment to the existing sanctioning instruments, which seem increasingly necessary in view of blatant violations of fundamental rights in some member states.
For example, the EU has had a rule of law conditionality in its budget since January. However, it is not being applied despite the European Parliament’s insistence. It is all the more important that the new Presidency takes action on this.

#EBDFokus: Priorities of the Slovenian EU Council Presidency
The Slovenian Presidency of the Council of the EU (#EU2021SL), which started on 1 July 2021, has the motto „Together. Resilient. Europe.“ As the new #EBDGrafik of the week shows, the Presidency’s work programme focuses in particular on the economic reconstruction after the pandemic, the Conference on the Future of Europe, the rule of law, and security and stability in the European neighbourhood. The official website of the Council Presidency offers up-to-date information and dates. +++ In her speech to the European Parliament, Commission President Ursula von der Leyen stressed the expectations of the Slovenian Presidency „to work together, despite our differences, in order to deliver results for each and every European.“ She also called on the Council Presidency to „continue the important work on the rule of law files“. +++ At the EBD Briefing on 8 July, Franc But, Slovenian Ambassador in Berlin, presented the priorities of the programme and answered questions from participants. At the event, EM Germany board member Lina Furch emphasised that EM Germany will closely accompany the Council Presidency. From the perspective of EM Germany the tasks of EU2021SL include above all the active promotion of the Conference on the Future of Europe with tangible follow-up, a committed rule of law dialogue with immediate application of the rule of law conditionality, the implementation of the recovery instrument, the promotion of media pluralism and the resilience of democracy, combating the undermining of Schengen freedom of movement and clear progress in the Western Balkans accession process. +++ All news on EU2021SL from EM Germany’s network are bundled on EM Germany’s website.
