1. Does the parliament have a legal right enshrined in the national constitution or the statutes of the parliament or any other law to be informed about the positions the government takes in the Council of the EU regarding pending legislative proposals?
1a. If yes, what exactly is the wording of this legal provsion?
2. Does the parliament have the right to decide a binding mandate for the position the government takes regarding specific legislative proposals in the EU?
2a. Is the government allowed to deviate from the parliamentary mandate / statement?
2b. If so, does such a deviation have to be approved by parliament beforehand or justified retrospectively against parliament?
2c. If there is no legal basis for a mandate, is there a non-written practice?
3. Do government ministers have to go before the relevant parliament committee and seek support for their position in the Council negotiations before every meeting of the Council of the EU?
4. Are the documents from the Council negotiations in possession of the government (mandates, reports, minutes from meetings, other documents) shared with the parliament?
4a. If yes, are there certain information which is blackened or excluded from disclosure to the parliament?
4b. What is the procedure for sharing this with the parliament? (Upon request? Is there a database like in Germany?)
