The Kyoto Protocol (1997) has transformed carbon emissions into a new currency; it was able to build a bridge between developed nations, restricted into Annex I, and the developing world and, in addition, providing CDM projects. At the end of this year, almost 200 nations will negotiate a 15-year agreement capable of fostering changes and establish obligations for all nations. Previously resistant nations have already offered ambitious reduction targets and the European Union continues to be the most daring actor. International commerce will play a key role in the implementation pathway.
This will be an opportunity for strategic actors to voice their assessment on possible impacts over free trade agreements, notably the Mercosur-European Union FTA. Old attitudes, barriers, and reservations will have to be revisited in order to look for win-win scenarios in which countries and geopolitical blocs must transform their comparative advantages (in terms of sustainable production) in competitive ones. In this context, social aspects will be as crucial as environmental matters, making a reality the UN view of a “green economy” as poverty eradication.
